President Vujanović in Plužine
First of all, I would like to congratulate on the Municipality day to the citizens, councilors, President of the Municipal Assembly, President of Plužine and to express my satisfaction over the realized activities. As you could see, a lot has been done in the field of road infrastructure. Road infrastructure here is undoubtedly a basis for development of agriculture and tourism, which certainly represent the most valuable opportunity for employment as well as economic ambience and raising the living standard. I really want to express my satisfaction over the state’s readiness to support the entrepreneurship, first of all, through the Investment Development Fund and Ministry of Agriculture. I chose this place to point out that fact, having in mind the opportunity to promote entrepreneurship in tourism and agriculture and to provide for more quality employment and better quality of living through family employment. I am convinced that the resources of Plužine, which are very big and easy to develop, would be exploited to the maximum extent. I am convinced that cooperation of the municipality and the Government would be good and that international organizations, which are dedicated to local development, would be engaged and contribute to better living quality, as the President of the Municipality announced.

Journalist’s question:
As the elections are to be held separately, presidential and parliamentary, has DPS presented i.e. chosen a candidate for presidential elections and will you again be taken into account?

Response of the President:
You know that a candidate is to be determined when the elections are called. Therefore, we should wait until the presidential elections are called. Obviously, these elections will be held in different period and I am sure that DPS as a big party will do it in a long and demanding procedure, with inclusion of the whole network. It is really necessary that DPS goes through that procedure and determines a candidate.

Journalist’s question:
Is it also your will not to be in coalition with SDP in the forthcoming elections?

Response of the President:
You know that parties decide on it and I do not have influence on it.

Journalist’s question:
And what is your personal position as President of the state?

Response of the President:
My position is that all what is in favour of development of Montenegro should be supported. I have never stated my opinion nor will I as regards coalitions, no matter which side is in question.

Journalist’s question:
Is it right that SDP wanted the elections to be held on October 21st, and you called them to be held on 14th. Was it their request or was it joint position?

Response of the President:
The Speaker of the Parliament as President of SDP proposed that date, and I considered that it should be 14th. It should be a date that seemed to me the best date in many ways. Taking into account closing of the summer season and preparation for the winter season, it seemed to me the most appropriate date as it is somewhere in the mid of the period from thirtieth of September and fourth of November.

Journalist’s question:
When you said that a candidate would be determined then when the presidential elections are called, does it mean that talks with SDP about who could be presidential candidate haven’t been finished and have you finished discussions with them as to whether the presidential elections would be held separately from the parliamentary?

Response of the President:
You saw the position of DPS which was stated very clearly by the President of DPS Milo Djukanović. The mandate, which is very actual, which is to be completed on May 21, should be used until the very last day and for that reason DPS does not deem that presidential elections should be held at the same time with parliamentary, i.e. about seven to eight months before the date they should take place. On the other hand, you heard from the opposition that it should be done according to Serbia’s model – hold the elections at the same time and cut the President’s mandate short. I was against cutting the mandate short. I deemed that I was liable to the citizens who voted for me who were convinced that I would respect their will and remain until the end of the mandate. Therefore, no conditions were created for simultaneous holding of presidential and parliamentary elections. I do not expect that the Speaker of the Parliament, under whose competence falls that issue, would decide otherwise and discuss it anymore. So, we will hold presidential elections in the time when they should take place.

Journalist’s question:
Are you personally interested in that position again as validity of it was discussed?

Response of the President:
It is not the topic I am thinking about, believe me. There is no need to think of it. We in Montenegro usually think of the things seven, eight to ten days in advance and presidential elections are being discussed about ten months in advance. I do not know why the presidential elections are so important and why my opinion about it is important. I will dedicate my mandate to what was contained in my campaign and promises. In that sense, I have worked on promotion of Montenegro and its values in the framework of its regional and overall position and I have worked on stimulating the economic quality of life and social ambience of Montenegro. I do not think of that at all, as I simply deem it to be premature. No significance should be attributed to it now and believe me I do not even have second thoughts about it.

Journalist’s question:
And if DPS chooses you as candidate, do you expect problems in the coalition? By all indications I think you should expect problems, is it right?

Response of the President:
If you say that I should expect problems then it is your prognosis. I do not want to occupy myself with it. You know that I was supported by SDP only after I presented my program at the meeting of the Head Committee of DPS last time. DUA acted in a different manner, HGI acted in a different manner, certain other parties as well, but I think it was a responsible relation of SDP, which is that one should firstly defend its program at the Head Committee’s meeting and then it should expect support. So, believe me, I do not think about SDP’s position about me, or to put it more precisely I do not think of what is the position of the SDP’s President. My respect for SDP is very high as a party and my cooperation with them has been quality both in time when I was in the Government and as President of the State with members of the Government and people who take up high duties in the state bodies and institutions. I am different from SDP’s President, and we have never hidden it. I think that the difference is not bad, different analysis of different visions, assessments of different values by the president of state and speaker of parliament, should be seen. Therefore, to be sincere, I do not bother myself with what the President of SDP thinks of me.

Journalist’s question:
Could you comment on what will happen with the persistent remarks of the opposition that conditions for holding elections are not democratic, electoral rolls are particularly emphasized?

Response of the President:
It took a lot of time to think in detail and to jointly discuss it with the SNP’s President. I thought of it, knowing already about their position, and I held talks about it during consultations about the date to hold elections. It is interest of this state to have absolutely regular electoral rolls. You know that we have always got a completely positive assessment in relation to quality of electoral rolls from different international organizations, who were observers in the elections. But it has never been a completed work. Therefore, it is very important and we are obliged to continuously keep electoral rolls regular and I am convinced that parties will be very constructively involved in this matter through the Republic Electoral Commission and competent offices, which keep the electoral rolls. From my position as President, I very positively responded to the analysis of SNP. I think that the interest of this state is the interest of democracy of Montenegro and good message of Montenegro that it has absolutely regularly prepared electoral rolls. Therefore, each individual name should be examined by means of an analysis which will be completely impartial and for the purpose of promotion of electoral rights in order to have electoral rolls prepared in a completely regular manner.

Journalist’s question:
Let’s get back to Plužine, the flag is there, there is no anthem again this year?

Response of the President:
I have to say that I expected it to be the first question. You should simply discuss that issue with the President of the Municipality. I am not the address that should be referred to in that respect and I think that you should ask him that question.

Journalist’s question:
How do you personally see this issue?

Response of the President:
I see it as relation of the Municipality’s protocol or office, or President of the Municipality or whoever or whatever you may think of. It is really with pleasure that I listen to the anthem. On the occasion of any event I listen to the anthem with the emotion, which has been explained and known to all our citizens. Therefore, I have always spoken in favour of our anthem “Oh, Bright Dawn of May” with special pleasure and pride. Montenegro is presented in that anthem in a proper manner. The anthem is generally accepted and as you know it is subject of my need to be the President of all the citizens and I also have to take into account my own intimacy. My perception of the last two strophes has never been positive. It has been so since the very first day. Time has shown to me that I was right, I do not want to refer to any Municipality but to the fact that really a part of our citizens, which is significant, and a part of our political scene, which is to be respected, deems that the two strophes were authored by a man who belonged to quisling fascism and who really represented something that can not be in favour of promotion of Montenegro. It is because Montenegro is antifascist, and you heard how many people from Piva died and in what manner. This region is a freedom-loving place, such as the entire Montenegro. You have heard about Dola, you have heard of the hospital that was here. Therefore, antifascism is the identity card of Montenegro and I think we should be proud of it. Antifascism represents one of the promoting values and sign of recognition of Montenegro in the same way as relations among nations. I really deem that a solution should be found in a compromise to be reached in relation to these two strophes, taking into account that a significant part of Montenegro sees these strophes as I do. I argued in favour of completing the anthem with the first two strophes “Oh, Bright Dawn of May, Eternal is our Montenegro”. I think that it will be so sooner or later.
