President of Montenegro in Bijelo Polje
First of all, I wish to congratulate the citizens, councilors, President of the Municipal Assembly and President of the Municipality on the Day of Municipality of Bijelo Polje, to express my appreciation for all that has been done between this Day of Municipality and the last and appreciation for all that has been done through years in terms of development of Bijelo Polje. We can surely state that Bijelo Polje has a great infrastructure. A lot has been done primarily in the field of infrastructure. The bypass motorway was finished, which was, as many infrastructural projects, a multi-decennial expectation of the citizens of Bijelo Polje. A lot has been done in the field of healthcare. The primary healthcare centre was opened, representing one of the best primary healthcare centers in Montenegro. This year, investments were made in the hospital and energy efficiency projects, and I think that the healthcare infrastructure is at a very high level. In the field of elementary, secondary and higher education, a lot has been done too. Bijelo Polje is a town which has faculties and where students come to study. A lot has been done in the field of overall infrastructure and in the field of sports and culture. I think that Bijelo Polje is the town with the highest level of social care, as regards the welfare projects. By this I mean the home for the elderly and home for children with special needs and this social care is truly a constant in development and social care in Bijelo Polje. I am very rejoiced by the projection stated by the President of the Municipality, and that is orientation towards ensuring entrepreneurship as an opportunity for Bijelo Polje. This town has exquisite resources and opening of a business zone is a great chance for Bijelo Polje including the excellent incentive entrepreneurial measures created by the municipality. I expect that the Investment Development Fund, the Ministry of Agriculture will also provide for employment of a large number of people in the field of entrepreneurship, especially family businesses, so that they can provide for their own jobs. Here, there is a very strong network of secondary processing. I think that the network of primary agricultural production offers an opportunity for employment of many people and I am very pleased by the plan of President Zuric which will fully support entrepreneurship. I expect that the projects listed as this yearís projects will be implemented adequately and in that sense, I wish to express my particular appreciation for the local administration and President of the Municipality.

Journalistís question:
What is your comment on the announcement of the opposition that they would boycott the elections in Andrijevica and Niksic if the elections are not called in Podgorica?

Presidentís answer:
Elections in Podgorica can only be influenced by the Assembly of the Capital City. If it decides to shorten the mandate like the two municipalities concerned, then it will represent the expression of relation towards functioning of that Assembly. We see that the Assembly has the support of the two parties, Peopleís party and DSS, which have clear political motives for which they support the Assembly of the Capital City. I think that it is hard to make a parallel among Podgorica, Andrijevica and Niksic. You know that in Niksic, a mandate was shortened in order to provide for stable functioning of the Assembly and respect for the citizensí will. In Andrijevica, this was done in order to ensure adherence to the judicial decision and functioning of the legal state. And in Podgorica, the power has been functioning through the support of the two parties which provide the voting majority. Therefore, it is only up to the Assembly of the Capital City whether it will shorten the mandate or not and it does not depend on whether that majority support to shortening of the mandate will be provided by the councilors of the Capital City. I have pleaded on several occasion that democracy means competition in the elections and that boycott actually means to admit defeat in advance. I do not believe that our opposition, which has its seriousness and responsibility and maturity, will opt for that and eliminate itself from the political life for the next electoral cycle in the two municipalities. One in the north Ė Andrijevica, and important one Ė Niksic and I believe that they will find a motive to participate in these elections.

Journalistís question:
Does the fact that in the last year you were the most popular personality increase your chances to be the presidential candidate?

Presidentís answer:
Well, in the first this yearís interview and meeting with the journalists, I am faced again with the same question. Since there are no celebrations of the municipality days in the meantime, or any events in the forthcoming two weeks, I hope that the DPS will decide on its candidate and will spare me of answering to that question. I hope very much that the DPS will determine its candidate in line with a responsible and serious procedure. That after it, the talks will be carried out with the coalition partners and that I will finally be spared of the questions which I have, I must say, endured well and patiently. Hence, there on every single occasion of contact with journalists, I have been asked that question. I perceive this as a compliment to my work and as a forecast of media that, if running as a candidate, I am a sure winner. That is how I think. Accordingly, we shall see what the DPS will decide if they opt for me. I respect the capital values and strategy of the party in terms of their decision. If they opt for someone else, they will have my support. So, I believe that at the level of the vice president and members of the presidency, there are people who would run the campaign and score victory. So, let us just wait. I am grateful that the time until decision making is short, so I will not have to answer to such questions any longer. Thank you for your interest.

Journalistís question:
What do you think of Lekic, since he is officially an independent candidate?

Presidentís answer:
I think nothing. And I am glad he thinks nothing of me, in the sense of some counter-candidate relation. I must say, when already asked that question, I am very rejoiced that the opposition has a correct relation towards me. Both as regards the Democratic Front and the positions of the SNP, who have considered the matter by observing the law and adhering to our Constitution. So, I am grateful for their correct interpretation, not perceiving the counter-candidate from the ruling structure, but getting prepared to take victory over that candidate. Accordingly, theirs is the relation of respect for and interpretation of Constitution which I respect very much.
