Elections in Nikšić on March 9, 2013
The President of Montenegro Filip Vujanović passed today the Decision on Calling the Election for Councilors of the Municipal Assembly of Nikšić.

Pursuant to Article 95, paragraph 1, item 10 of the Constitution of Montenegro (“Official Gazette of Montenegro”, No 1/07) and Articles 13, 14, 15 and 105 of the Law on Election of Councilors and Members of the Parliament (“Official Gazette of the Republic of Montenegro”, No 4/98, 5/98, 17/98, 14/00, 18/00, 9/01, 41/02, 46/02, 45/04, 48/06, 56/06, and “Official Gazette of Montenegro” No 46/11) and Article 42, paragraph 1 of the Law on Local Self-government (“Official Gazette of the Republic of Montenegro”, No 42/03, 28/04, 75/05 and 13/06 and “Official Gazette of Montenegro” No 88/09 and 3/10) and the Decision on shortening the mandate of the councilors of the Municipal Assembly of Nikšić “Official Gazette of Montenegro” – Municipal Ordinances 39/2012 I hereby pass the

Decision on Calling the Election for Councilors of the Municipal Assembly of Nikšić

1. The Election for Councilors of the Municipal Assembly of Nikšić shall be held on March 9, 2013
2. The time limits for performing the election activities shall begin to run from December 28, 2012
3. The time limit for submission of electoral lists for councilors to the Municipal Election Commission shall begin to run from January 17, 2013, and it shall end on February 12, 2013.
4. The right to media coverage of the pre-election campaign shall begin on the day of confirmation of electoral lists of the participants in the pre-election campaign, and it shall end on March 7, 2013 at 00:00h.
5. This Decision shall enter into force on the day of its adoption, and it shall be published in the “Official Gazette of Montenegro” and in the “Official Gazette of Montenegro -Municipal Ordinances”. more

Cetinje, President of Montenegro Receives Letters of Credence from Newly-Appointed Ambassador of Switzerland
The President of Montenegro, Filip Vujanović received today in Residence in Cetinje the Letters of Credence from the new Ambassador of the Swiss Confederation, Mr. Jean-Daniel Ruch.

On this occasion too, President Vujanović expressed his satisfaction over the close state relationship between Montenegro and Switzerland, indicating that further promotion of traditional friendship between the two countries and their citizens means boosting of the overall cooperation, primarily in the sphere of economy. In that respect, the President regarded the last year’s opening of the Honorary Consulate of Switzerland in Montenegro as important, as well as signing of the Free Trade Agreement between Montenegro and the EFTA countries. He expressed his respect, too, for the participation of Switzerland in the International Donors Conference of the Regional program for Durable Solutions for Refugees and Displaced Persons.

Ambassador Ruch expressed his satisfaction over the valuable results of Montenegro, emphasizing the determination and commitment of Montenegro in its integration processes, as well as its huge progress in domestic and international scale. He also expressed commitment of Switzerland to continue to develop overall cooperation with Montenegro, as well as to contribute, during his important mission, to the further enrichment of friendly relations between the two sates.

Cetinje, President Vujanović Receives Letters of Credence of Newly-Appointed Ambassador of Estonia
The President of Montenegro, Filip Vujanović, today in his Residence in Cetinje received the Letters of Credence from the new Ambassador of the Republic of Estonia, Mr. Arti Hilpus.

President Vujanović paid his respect for the close state relationship between Montenegro and Estonia, expressing the gratitude for the support provided by Estonia to our processes of European and Euro-Atlantic integration. He underlined that it is necessary to promote the overall cooperation, especially cooperation in the sphere of economy and investments, at the level of state relations, pointing to international economic cooperation as one of the foreign policy priorities of Montenegro, in accordance with the needs of its further economic development.

Ambassador Hilpus also expressed his satisfaction over the close relations between the two states and over the progress of Montenegro in processes of European and Euro-Atlantic integration, underlying the readiness of Estonia to continue to provide support to this, as well as to develop overall cooperation with our country.

President Vujanović Attends the Solemn Session of the Assembly of the Capital City
President of Montenegro, Filip Vujanović, attended today the solemn session of the Municipal Assembly of Podgorica.

President congratulated to citizens, councilors, President of the Assembly and the Mayor on the Day of the Capital City and expressed appreciation for the achievements between this and the last day of the Capital. President agreed with the Mayor’s statement that less had been done than in the previous years, but added that, taking into the account the difficult economic and financial year, a huge job had been done. Investing into the social programme and employment is to be particularly appreciated. It is evident that this has been a year of exquisite care for the social needs of the population of the Capital City, and I would say, a role model for Montenegro and the region of how a good policy can be oriented towards those who are in the state of social need, said the President. He expressed his opinion that this had been a year which would be remembered for the social dimension incorporated in the actions of the Capital City. He expressed special appreciation for the new job creation, for the fact that more than 4 thousand new jobs than the last year, which demonstrates that the Capital City and the state are exiting the crisis period and providing a chance to ensure, through employment and new jobs, a better budget of the Capital City, of all the municipality and Montenegro. President pointed out his belief that the strategic projects of Podgorica would be carried out by the dynamics conveyed by the mayor, with high figures in terms of finances and as regards the capital needs of the Capital. Great successes have been attained in Podgorica, as well as realistic planning, which is why the sincere congratulations go to the administration of the city, its executive power, legislative power and Mayor who have demonstrated that the Capital is going strongly and expansively forward, for the benefit of all the citizens of Podgorica. more

Podgorica, President Vujanović Receives Head of OSCE mission L’ubomir Kopaj
The President of Montenegro Filip Vujanović received today the Head of the OSCE mission, Ambassador L’ubomir Kopaj.

The President paid his high respect to the OSCE mission and its support to the reforms in Montenegro, as well as to the numerous activities aimed at fulfillment and confirmation of the OSCE standards. The President expressed the readiness of Montenegro for intensive and close cooperation with the mission, believing that the already successful cooperation will be continued.

The Head of the OSCE mission, Ambassador L’ubomir Kopaj expressed his full readiness for utmost engagement in fulfillment of the tasks of the mission, and also willingness for contact with all stakeholders of the society whereby the OSCE mission will be completely fulfilled.

President of Montenegro Filip Vujanović sent a congratulatory message to the UNICEF Executive Director Anthony Lake-u on the occasion of the UNICEF Foundation Day.

The President conveyed to the UNICEF gratitude of the citizens of Montenegro for the care it provided for the children worldwide and congratulated on December 11th, the UNICEF Foundation Day.

UNICEF is engaged in Montenegro in numerous projects in joint approach of finding resolution to the problems with Montenegrin interdepartmental team, non-governmental organizations and citizens. Podgorica, President Vujanović received the Adjutant General of the Maine Army National Guard
The President of Montenegro Filip Vujanović received today the Adjutant General of the Maine Army National Guard, James Campbell.

The President Vujanović expressed his respect and satisfaction over the past cooperation between Montenegro and Maine, in particular cooperation at the military and political level. He assessed the Program of state partnership between Montenegro and Maine as an important and indispensable element of strengthening the bilateral cooperation between the two states. The contribution of the National Guard and its units to the reform of the Army and promotion of interoperability is also important for Montenegro while it makes efforts to achieve the demanding NATO standards as an aspirant country. The President pointed to the need of promotion of cooperation in the field of economy, promoting the capacity of Montenegro in terms of reception of potential investments from the state of Maine.

During the cordial and friendly talks the General Campbell informed the President Vujanović of the past results of a fruitful cooperation in the framework of partnership program between the Ministry of Defense of Montenegro and Maine National Guard. General Campbell especially informed the President about the future activities planned in the sector of support to further reforms of the Army of Montenegro, preparations for participation in the peace-keeping missions and programs of joint exercises and military-defense training. He expressed his special gratitude and respect for the successful participation of Montenegro in the NATO ISAF mission in Afghanistan and other peace-keeping missions.

The President Vujanović and General Campbell also talked about plans and activities to further promote the bilateral cooperation.

President Vujanović in Danilovgrad
The President of Montenegro Filip Vujanović attended today in Danilovgrad the ceremonial session of the Municipal Assembly which was held on the occasion of the Municipality Day.

The President congratulated the citizens of Danilovgrad, Councilors, President of the Assembly and President of the Municipality on the holiday and expressed his appreciation for the investments realized between the two holidays. Around EUR 15 million was invested in very important projects, particularly in infrastructure projects which has undoubtedly increased the quality of life in Danilovgrad. It also ensured that this town will use its resources in a more efficient manner. The President said that he sincerely hopes that the planned projects will be carried out with good dynamics and that Danilovgrad, in accordance with its great possibilities, will truly ensure further development of its town. He congratulated the local government and President of the municipality on what has been done, with a belief of better future for Danilovgrad in line with the possibilities of this town. more

Budva, 4th Regional Summit of the Heads of State
President of Montenegro Filip Vujanović hosted today the 4th Regional Summit of the Heads of States, held in Budva.

Presidents of Montenegro, Macedonia, Albania and Kosovo took part in the Summit.


On the margins of the Summit, President Vujanović had bilateral meetings with the President of Macedonia, Georgi Ivanov, President of the Republic of Kosovo, Atifete Jahjaga, President of the Republic of Albania, Bujar Nishani.

Ladies and Gentlemen,

Regular annual holding of the Regional Summit of Heads of States, including this fourth in the row, indicates the closeness of our relations and commitment of our states to dialogue on all issues of regional and wider importance. Their success obliges us to endure in our intention to invite Serbia into our summits, with a view to promotion of regional stability, fostering of mutual cooperation and acceleration of integration processes.

In the foreign policy of Montenegro, the aim of the regional policy is to affirm the good neighbourly relations and to promote active and comprehensive regional cooperation, on the basis of full mutual respect among states and fulfilment of all mutual interests. We approach this regional initiative in that manner, as well.

I am proud to point out that such approach, in line with the tradition of our close relations, has posed before Montenegro a challenge of fostering cooperation with the neighbours and countries of the region as a priority, valorising the fact that there are no open issues in relations with them. That is the quality which holds a genuine ambition for the entire region. more

It is certainly binding upon us to emphasize and promote significance of the achieved and, while permanently promoting the existing, to build a unanimous and prosperous community based on civil principles, which will be prosperous in all the fields of social activity, as it is our historical and present determination to create better quality of life, for pride of all the citizens of Berane and entire Montenegro.

It is our obligation to those who created modern Montenegro through historical changes and temptations but also to the future generations that will inherit from us the obligation to preserve and more intensively promote the noble idea of unity and prosperity, as our great men did, for the welfare of our Montenegro and all of its citizens.
